DigiPay AADHAAR Enabled Payment Service (AEPS) is a new service which has been launched by CSC e-Governance Services India Limited (CSC SPV) together with The National Payments Corporation of India (NPCI) using AADHAAR at locations where CSC SPV has been acting as Business Correspondent.

DigiPay AADHAAR Enabled Payment Service (AEPS) is a new payment Service launched by CSC e-Governance Services India Limited (CSC-SPV) together with National Payment Corporation of India (NPCI). DigiPay is that the smart, safe choice for conducting business with easier payment gateway– in India.

CSC e-Governance Services India Limited (CSC-SPV) together with National Payment Corporation of India (NPCI) and IndusInd Bank has launched DigiPay Aadhaar Enabled payment Service (AePS) at all the Common Service Centers (CSC) locations across the country which will facilitate 'anytime, anywhere’ authentication to its beneficiary. The DigiPay AADHAAR Enabled Payment Service (AEPS) application focuses to attain inter-operability between banks for Aadhaar based payment transactions that enable Common Service Centers to cater the necessity of monetary services in faraway remote villages and banking deprived rural areas of the country.

DigiPay platform provides services like cash withdrawal, balance enquiry, money transfer and payout.

Who can use Digipay?

This Service facilitates disbursement of state entitlements like NREGA, Social Security pension, Handicapped, old age Pension etc of any Central or state government institution/entity, using Aadhaar authentication service of UIDAI. Village Level Entrepreneurs (VLE) can only register in DIGIPAY. 

How Does CSC Digipay Works?

DigiPay CSC works with support of AePS (Aadhaar enabled Payment Service). Once you log in together with your CSC ID, you'll offer cash withdrawal, money transfer, and balance enquiry services to your customers for a commission. Customer should have an Aadhaar (Unique ID as issued by UIDAI) number linked with any savings bank account (bank should be a part of AEPS network) where customer has an account. The registration process shall be as per the procedures laid down by the bank providing AEPS service.

Who Can Register for DigiPay AADHAAR Enabled Payment Service (AEPS)?

Only authorized CSC Village Level Entrepreneurs (CSC VLEs) with valid Common Service Center (CSC) ID can register on the DigiPay application. 

How do I access Digipay?

To sign up into DigiPay account, VLE has got to enter the OTP sent on his/her registered mobile number and click on on the 'VERIFY OTP' button as shown in 'figure3' to validate the CSC id and Aadhaar Number. User/VLE has got to click on 'Checkbox' field and supply his/her explicit consent.

Minimum mandatory Requirement to Run DigiPay AADHAAR Enabled Payment Service (AEPS)

It is mandatory for the VLE to install the newest RD services for using the DigiPay AADHAAR Enabled Payment Service (AEPS).

CSC VLEs should maintain a minimum balance of Rupees 1000 at any given time.

What is the Installation Procedure for Digipay AADHAAR Enabled Payment Service (AEPS)?

  • 1) Download and Biomatric Device Drivers and RD Service
  • 2) Download and Install Microsoft.Net 4.5
  • 3) Download and Install Visual c++ 200
  • 4) Download Digipay Softwear in Your PC
  • 5) Digipay Run as Administrator

Detailed Installation Procedure for Digipay Application

  • Download DigiPay setup from https://digipay.csccloud.in/ by clicking on Download Application 
  • Extract setup from Digipay_v4.1.zip 
  • Double click on the Digipay_v4.1 folder created after extraction. 
  • Right click on setup and click on on “Run As Administrator”.
  • DigiPay installer will start. Click on Next to continue. Click on Next to continue. Click on Next to continue. Click on Next to continue
  • Click on Finish to end the the installation. 
  • Shortcut DigiPay Icon will appear on desktop.

How to check DigiPay AADHAAR Enabled Payment Service (AEPS) Balance within the Wallet?

You can check your DigiPay balance from the “DIGIPAY PASSBOOK” option available on the application. If your balance isn't updated use the ‘SYNC’ choice to update your balance in your passbook.

How do I add money from my Digipay to CSC wallet or How to Recharge (Add Money) in CSC Wallet using Digipay?

  • Select the savings bank account: VLE bank account from the drop down menu.
  • Amount: Enter the amount to be added in Digital seva wallet.
  • Addhaar number: Enter your Aadhaar number.
  • Once the amount is successfully loaded, you'll use this money to avail services and make payments.

How to use PayOut choice to transfer money to your own bank account in DigiPay AADHAAR Enabled Payment Service (AEPS)?

DigiPay balance are often sent to your registered savings bank account by using the “PAYOUT” option available on the application. you'll send a payout request with minimum amount of Rupees 500 or more.

Why the DigiPay AADHAAR Enabled Payment Service (AEPS) "PAYOUT" Option failed?

This happens when the savings bank account details provided on DigiPay are incorrect. the amount are going to be refunded in your DigiPay balance within 2-3 working days.

How to update Bank Details for using Digipay Application?

  • Follow the below steps to update bank details:
  • Open register.csc.gov.in and login through ‘My Account’ section.
  • Enter your CSC ID and authenticate the information provided.
  • Under Profile Section, move to KYC Update.
  • Click on the banking details to update your bank details.

Do we have any support System for DigiPay Application?

If you're facing a problem while using DigiPay, follow the steps mentioned below to raise the ticket during a self assisted mode:

  • Click on ‘Support’ tab
  • Click on ‘Raise a Ticket’
  • Fill the questionnaire according to the difficulty you’re facing.
  • Solution is going to be provided at each step to guide you thru the wizard. just in case more information is required you'll raise a ticket as per the on screen instructions.

How to check status of the Raised Tickets at DigiPay website?

To check your transaction status, Click on “Raise a ticket” option available under the ‘Support tab’ of this website . Provide detailed information as directed. Enter your RRN, UTR or device transaction number. you'll find the RRN, UTR no. from the transaction receipts. To check the status of your ticket on Digipay application, follow the steps mentioned below:

  • Click on ‘Support’ tab
  • Click on ‘Check Ticket status’
  • Provide ‘Ticket ID’ and enter the ‘Captcha’.
  • Submit to find the status of your ticket.

How to troubleshoot RD Service Installation Errors?

  • To troubleshoot RD service installation related issue:
  • Uninstall the RD service (if already installed within the system)
  • Download the RD service again from digipay.csccloud.in 
  • Extract the software from the zip file and right click morpho RD service software to put in the service again
  • To check whether the RD service is installed properly, unplug the device and plug it again. you'll receive a pop up message for updation of RD service.
  • Once you've got successfully updated the RD services. you'll start the DigiPay application

How to handle "User Unknown" error within the Digipay Application?

This error occurs when your CSC ID is recently created and not activated on DigiPay. In such a case, you would like to wait for few days to activate your Id.

A Few DOs/Don’ts regarding DigiPay Application

It is mandatory for CSC VLE to provide receipt to the customer for all the transaction, either successful or failure. 

CSC VLE must update his cash in hand under setting tab on regular basis.

What can be done in CSC Centers

Common Service Centers (CSC) are physical service point facilities through CSC SPV for delivering Government of India e-Services to rural masses and remote locations where availability of computers and Internet is either limited, negligible or mostly not available. Common Service Centers are multiple-services-single-point platform for providing common facilities for multiple financial transactions at one geographical location.

Common Service Centers are the unique access points for delivery of essential public utility services, social welfare schemes, healthcare schemes, Government of India dream project of monetary inclusion, remote education and agricultural services, aside from host of Business to Consumers (B2C) services to citizens in rural, Urban and remote areas of the country. it's a Pan-India network catering to regional, geographic, linguistic and cultural diversity of the country, thus enabling the Government's mandate of a socially, financially and digitally inclusive society.

Main Objectives of Common Service Centers

Officially if we quote, the objectives of the Common Service Centers are shown as below:
  • Access to the information : all remote / rural citizens
  • Delivery of public services – Government to Citizens (G2C) and Business to Consumers (B2C)
  • ICT for rural Empowerment of socially disadvantaged people for inclusive growth through Financial Inclusions
  • Access to quality education / skill upgradation
  • Access to cost efficient & quality health services

Common Service Centers as a Change Agent

Common Service Center as a change agent is to promote rural entrepreneurship, enable community participation and effect collective action for social improvement through a collaborative framework, the main objective of Common Service Centers is to integrate the dual goals of profit-making and social services, into a sustainable business module for achieving rapid socio-economic change within the society

• Common Service Centers are an IT enable front-end delivery points for government, private and social sector services to rural citizens of India in an integrated and seamless manner.

• Common Service Centers are managed by Local unemployed, educated youth providing opportunities for direct and indirect employment.

• Common Service Centers aim to supply access to information, backed with relevant infrastructure and end-to-end services that might allow rural population, the opportunities to reinforce their quality of life

Functions of Common Service Centers

The undermentioned services are expected to be delivered at the Common Service Centers:

Government to Citizens (G2C) Communication - All G2C (Government to Consumer) Communication including Health, Education, Agriculture, Human Resource Development, Employment, Fundamental Rights, Disaster Warnings, RTI, etc.

Information dissemination - Interactive CSC kiosks, voice & Local Language Interface, including web browsing

Edutainment - Including multi-functional space for group interaction, entertainment, training and empowerment

E-Governance & E-Services - Transactions like Market (E-Krishi) Information, Banking, Insurance, Travel, Post, E-Forms to request government services, etc.

C2G Kiosk - Grievances, complaints, requests and suggestions.

Financial Inclusion - old age Pension Distribution, Cash Withdrawal from Bank Accounts through AEPS, Payment for NREGA, etc.

Healthcare - Telemedicine & remote health camps have also been envisaged as a part of the Common Service Center's extended functionalities

Common Service Centers (CSC 2.0) Scheme

Based on the assessment of Common Service Centers scheme, the government launched the CSC 2.0 scheme in 2015 to expand the outreach of Common Service Centers to all or any Gram Panchayats across the country. Under CSC 2.0 scheme, a minimum of one CSC are going to be found out in each of the 2.5 lakh Gram Panchayats across the country by 2019. Common Service Centers functioning under the prevailing scheme also will be strengthened and integrated with additional 1.5 lakh Common Service Centers across the country. CSC 2.0 scheme would consolidate service delivery through a universal technology platform, thereby making e-services, particularly Government to Citizens (G2C) services accessible to citizens anywhere within the country. Common Service Centers Scheme Eligibility

  • Applicant should be a village youth above 18 years aged
  • Applicant must have passed the 10th level examination from a recognized board as minimum level of educational qualification.
  • Applicant should be fluent in reading and writing the local dialect and will even have basic knowledge of English
  • Prior Knowledge in basic computer skills would be advantage
  • Applicant should be motivated enough to be the prime driver of social change and disperse his or her duties with utmost dedication
  • Should have a legitimate VID (Virtual ID) and PAN

  1. Room/Building having an area of 100-150 Sq. Ft.
  2. Two PC's with UPS with 5 hours battery back-up or portable generator set.
  3. PC with licensed OS of Windows 7 or above.
  4. Two Printers. (Inkjet+ Laser)
  5. RAM having the minimum storage capacity of two GB
  6. Hard Disc Drive of a minimum of 250 GB
  7. Digital Camera/ Web Cam
  8. Wired/ Wireless/V-SAT Connectivity
  9. Biometric/IRIS Authentication Scanner for Banking Services.

Hello friends, if you are a CSC VLE and want to do Aadhaar work through CSC then good news for you, Good news is that whatever work was not done by UIDAI yet, that work should start has gone. This means that the friends who had applied for Aadhaar UCL and were delaying getting the Aadhaar center will now get it.

If you are a CSC VLE and want to do Aadhaar through CSC then first of all you will have to create a Bank Mitra i.e. the BC code. If you are a bank friend then you can apply for Aadhaar UCL.

We are trying to tell all those whose Aadhaar center has been found or is going to be received by CSC that the verification work is going on in Aadhaar center right now, that is, it is being checked that there is more than a fixed fee. No charging for updating in Aadhaar, if someone charges more, then their Aadhaar center will be closed, so you should be careful and do not charge too much.

At present about 3 thousand centers are opened by CSC, this means that many base centers will be opened by CSC right now.

The limit of 20 thousand Aadhaar centers to be built by CSC has also been increased. Tyagi Sir, the managing director of CSC, has also given information about this on his Twitter account. Tyagi sir has written that all those who are working as CSC VLE bank friends will get Aadhaar work.

What is AADHAAR

AADHAAR number is a 12-digit random number which is unique and issued by the UIDAI (“Authority”) to the residents of India after satisfying the verification process laid down by the UIDAI. All citizen of India right from new born to a senior citizen may enroll for AADHAAR.  Any individual, irrespective of caste, creed, breed, age and gender, who is a resident of India, may like to voluntarily enroll to obtain Aadhaar number. Person who are willing to enroll are to provide minimal demographic and biometric information during the enrolment process which is totally free of cost. An individual who wants to enroll for Aadhaar only once and after de-duplication only one Aadhaar shall be generated, as the uniqueness of AADHAAR Card is achieved through the process of demographic and biometric de-duplication exercise.
